This study was undertaken to understand the current status of family planning and managed care integration 40 years after enactment of the “freedom of choice” safeguard, when managed care now enrolls nearly 70 percent of the Medicaid population. The study’s goal is to identify practical, actionable opportunities for greater integration and how managed care practical, actionable opportunities for greater integration and how managed care purchasing might be used to strengthen family planning while preserving the “freedom of choice” safeguard.
