Our colleagues at Capital Link have produced a new scenario planning snapshot to estimate how the expiration of Enhanced Premium Tax Credits (ePTCs) and other policy changes to Marketplace coverage will impact privately insured community health center patients, who in 2024 numbered over 7 million, or nearly 22% of all CHC patients and the very health centers they rely on. The 2021 enhancements to premium tax credits (“subsidies”) and simplified enrollment processes helped expand coverage and access for low-income people but are due to expire on January 1, 2026. Capital Link’s analysis finds that nearly two million privately insured patients can be expected to lose coverage, resulting in CHC revenue losses of more than $2 million in 2026 alone.
National and state-level scenarios are available here along with detailed assumptions.
