The “VA Mission Act of 2018” expands the “Choice Program” legislation of 2014 which outsourcing of VA care to private physicians and is intended by Congress to help relieve significant access problems at the VHA. The authors contend that the new legislation will have negative consequences for veterans by diverting support from VA system hospitals and clinics and recommend modification of this legislation, promoting much greater utilization of Community Health Centers (CHCs) for outsourced primary care.
