What Will Work Requirements Mean for Community Health Centers and Medically Underserved Communities
Wednesday, June 10, 12:00-1:00 p.m. ET
Beginning January 1, 2027, all states will be required to implement work and community engagement requirements as a condition of Medicaid eligibility for low-income working-age adults whose coverage is tied to the Affordable Care Act Medicaid expansion.
These requirements are of special concern for community health center patients, who are disproportionately likely to lose coverage and access, and have enormous financial and operational consequences for health center organizations. While most states have awaited federal guidance, Nebraska implemented work requirements on May 1, 2026.
This session will focus on the implementation of the work requirements, addressing the status of planning and implementation including early experience in Nebraska, with experts on Medicaid policy and health center movement leaders.
Speakers:
- Sara Rosenbaum, JD, Professor Emerita Health Law and Policy, Milken Institute School of Public Health, GWU
- Amy Behnke, JD, Chief Executive Officer, Health Center Association of Nebraska (HCAN)
- Hannah Katch, Founder and Principal Consultant, Katch Strategies
- Jennifer Tolbert, Deputy Director, Program on Medicaid and the Uninsured, and Director, State Health Policy and Data, Kaiser Family Foundation
Immigration and Health Policy – What Community Health Center Organizations Need to Know
Wednesday, June 17, 3:30-4:30 p.m. ET
Recent and pending federal changes to immigration policy – including proposed restrictive definitions of public charge, and the exclusion of many immigrants from Medicaid and other programs under stricter interpretation of "federal public benefits" – have enormous implications for access to care.
For community health centers, these policy shifts – and accompanying heightened enforcement activity – are of grave concern given their locations in immigrant-facing communities and commitment to ensuring care for all members of their community.
This session, featuring policy experts and health center practice leaders, will provide an update on the status of federal policy, discuss current policy threats affecting immigrant communities, and address the implications for the health centers that serve them.
Speakers:
- Sara Rosenbaum, JD, Professor Emerita of Health Law and Policy, Milken Institute School of Public Health, GWU
- Allison Dubois, MPH, Chief Operating Officer and Executive Vice President, Sun River Health (NY)
- Leighton Ku, PhD, MPH, Professor and Director of the Center for Health Policy Research, Milken Institute School of Public Health, GWU
- Mara Youdelman, Managing Director, Federal Advocacy, National Health Law Program
